Anti-tank gun not being produced

Within first half-hour of joining game, and since the revised development matrix debuted.

Completed research for L1 Anti-tank gun (which needed to be selected and completed in order for me to produce). I selected an anti-tank gun to be produced in a coastal province with L1 Factory but its icon did not appear in province production queue, anti-tank gun selection bar is grayed-out in choice page and says it is underproduction; all other available units can still be selected. I selected to produce a L1 Light Tank and it first appeared as Next in Queue, then moved quickly into the unit production slot. Province did not produce anti-tank gun but I believe Resources were taken. Light Tank began production.
