The information for anti tank says preferred fight (bolded) against infantry. Hopefully this is a mistake. The whole point of building anti tank is that they would prefer to fight armor class. It also makes a difference when leaving forces to suppress/reduce rebellion.
I see what your getting at with the (bolded)
The Bolded is just showing their own class (AT=inf class),they are still best against armour
as for rebellion suppression that is the highest stat eg a level1 AA would use its AA stat of 5
