Arms Race Rural Prov Has City Buildings

In an Arms Race game rn and Yarmouth, New Brunswick has, for some reason, a lvl5 city industry, a lvl5 bunker, a lvl3 barracks, and a lvl3 air factory despite it being a rural forest province. And it's not just a visual bug, units garrisoned in the province are provided lvl5 bunker defence.
