Is the militia on planes?

Artillery Can See Stealth Unit
I have artillery shooting at Militia.
Fighter, AC have Stealth Unit detection abilities.... Arty does not.
Arty is the ONLY unit in the space (unless it has stealth units with it... but there are no stealth units capable of detecting other stealth units (on Day 4)
So Not sure why this would be happening.\

He could also be spotted by an AC in its outer circle, that you don't spot with (smaller) militia circle.

No enemy AC... just a lonely Arty standing around picking his nose and shooting at my stealth units... I had multiple AC's myself in the area... , then when I conquered the area... that's the only thing that needed killing.
