Just split the stack before you attack the province. Some people want the artillery in the same stack to protect the art.harley991 wrote:

That is the intended function of the attack command.
A high command subscription allows you to select from multiple fire control options.
Give an artillery group a move order with a setting of offensive or aggressive and it will pause at range and bombard any units it encounters, and then continue moving when no enemies are in range again.
