Most likely a bug, have you tried using a different browser or tried on mobile? I don't think I've seen this particular bug but a long time back something like this happened, and I just reloaded the game and it worked.

artillery pieces, conventional or nuclear, disengage
For some reason my artillery pieces will not engage in contact .... or they stop firing after a few seconds. Had problems earlier with airplanes doing the same. Using mozzilla .... /www.callofwar.com/play.php?bust=1&uid=6710905&gameID=5202412.
Been fighting this issue for a couple days now....

been going on for several days..... I had problems with airplanes a long time ago but this is the 1st in a while.
