At war AI marched into a territory I control but not attacking

I am at war with an AI. He was sending a troop to a province and I took control of it before he got there. The AI infantry unit just marched up and stopped at the province point where I am and was not forced to attack. So we are both just sitting there. He should be attacking my waiting troops and mine should be defending like they have in the past right?

This is not a bug, this has happend to me a lot of times. The AI stops halfway because the attack it was suppose to do is not not available. The AI then even understand that attacking the province could be suicidal for the troops, it let's the troops to stop and then sees the troops you have in your city.

I cannot discern the exact circumstances from your brief description, but let me share an observation with you . . . .

If two non-allied stacks of units are on a collision course to capture the same province, and the first captures the province without making contact with the second, then second stack will stop in place when the province changes hands.

Update: What happened next- We were standing in the same exact spot in my territory (control point of territory). I was stationary when he got there and we were set to war. I got bored and needed the troops elsewhere so I tried to move. Instantly I was put on offense and he was defense even though we were standing on my territories control point.

This is not the case where an army stops after ownership changes. The AI kept right on marching into me. After that I took his last province and was going to set him ROW so he would have to attack or do nothing, but that option to change diplomacy must have been removed for players with no provinces.
