attacking ally's enemy

I am trying to attack an enemy that is on the land of my ally from my ally air base. When i try it is says this action will cause war with X. Please fix this if possible. How am I supposed to spread freedom and democracy if I cannot even defend my allies territory from oppressive terrorist?

I should be able to use ally/right of way territory to launch attacks on that land owners enemy...especially if it also my enemy.
