Yes, war is not declared until troops enter combat, or until a province is captured by reaching the "center"

People can attack you without war being declared, however, once you enter combat, war is declared automatically by both parties active to this.

You might see these articles in the Newspaper called "Perfidious Act of War", and this is attacking someone without officially declaring war on them first.

For me personally, before attacking someone's country, I declare war first. Just for that sense of "gentlemanly-ness" in times of war.

I have a country taking my providences w/o being at war. He said that I don't have troops there but its my territory. Is it a glitch or is he cheating?

Perhaps your provinces have rebelled and have passed to another nation.

"I came, I saw, I conquered" Written in a report to Rome 47 B.C., after conquering Pharnaces at Zela in Asia Minor in just five days; as quoted in Life of Caesar by Plutarch; reported to have been inscribed on one of the decorated wagons in the Pontic triumph, in Lives of the Twelve Caesars, Julius, by Suetonius.
"Alea iacta est" Gaius Julius Caesar.

If it were one or two, I would understand but not as many as he has taken and its only country taking all of my providences

is it possible to use a spy to take a providence w/o going to war?

The Spies provoke low morale and cause rebellions.

Then that's it. Thanks.
