Bad Diplomacy
I declared war on an ally who has gone inactive(I will wait a few days before attacking him in case he comes back as he went inactive) and I still have his share map. As you can imagine, this is very good for me but awful for him.

It is meant to do that, but it is pretty stupid, yeah. You're not gonna share map with someone to declared war on you.
The past is a foreign country.

The moment actual hostilities occur, it will go straight to a war setting, I guess this is just a way of keeping from accidents occuring.
Although if someone were to declare war against the entire world, it would make for a very interesting challenge round.

It has been like this for a day or so.
I tried declaring war on everyone once, your provinces start rebelling immediately. I lost two, I think, the first day.
