That's very far north, far from the nearest barbedwire factory. You can see they are working on it in the south.

Barbed wire missing
I am at war with Canada and when I look at the screen it doesn't show the barbed wire that is usually separating the provinces at war. Game # 1712633

Sometimes graphical bugs like that occur, it might get back there whenever you refresh the game in the web browser but i've experienced this before with other provinces and countries.
This is a known bug and i believe it is worked by the developers
