battalion magically appearing

So i was in a fight with spain. They sent two groups consiting of 15 regiments and brigades. they went through the country as i chased them down after they broke through my line of defense. i chased them down and ended those groups, and while i was changing the cities back to me, i invaded spain. BUT heres the problem, as i was almost done finished with changing back to cities, SOME ARMORED CAR BRIgADE just MAGICALLY popped up, AND THIS WENT ON fOR DAYS. now the match i was in had it set to where only major cities could produce army stuff, And they weRENT IN A MAJOR CITY.
