Blank Reports Dialogue Box blocking screen

This is a fault I have seen before, a few months ago.

When you elect to use the espionage function a large blank Reports Dialogue box appears and you cant access any actions. The dialogue box would if completed contain the country, appropriate cities actions etc.

It just hogs the screen which means the game becomes somewhat unplayable.
