There's a blatant cheater teleporting around in my match who I reported two days ago and the incident still hasn't been investigated.

I just noticed this thread. How were they teleporting?
With air combat, teleporting isn't cheating, it's how the game works. When you issue a direct attack order, it creates a count down timer based on the distance to your target and your speed. Therefore it's possible to "catch" an opponent who is faster than you. They can't outrun you, and I get a lot of use out of this game mechanic. As long as the target is still within range of the attacking interceptors, the interceptors will "teleport" to the new location of their target.
Your post is lacking in context, but this is the only way I know of teleporting other than in peace periods of games that have them.
