Yes. I believe this bug was reported previously, but thanks for telling us that it still is causing problems. I imagine the staff will note this, and will fix it.

It's hard to explain, but i found a way how you can recall this situation.
Btw, English is not my native...
Situation:
-Italy, Germany & Turkey are all Alies with shared map.
-It occured on the Blitzkrieg map.
-Russia is the biggest/strongest player, consuming all other players.
Germany is being invaded by a huge Russian tank-force, and calls for help.
Turkey sends a small tank unit, not powerfull enough to stop the invading russians but good to do some dammage.
The Russian troops are in range of Italian rockets.
The turkish forces are positioned on German territory somewhere between the province city and the province border, awaiting the Russian forces.
The Russian troops and the Turkish troops are fighting so the Russian force is not moving for a certain time.
Italian Rockets are specificaly aimed at the Russian forces and fired.
Upon impact the Russian forces get a good punch, and it stay's "Share-Map" with Turkey. So no inflicted dammage to them.
But since the italian Rockets hit Russian troops on German soil/land it is instand war with Germany
Italian troops didn't "hit" any german troops, just the russian troops on german soil...
It happened as well with Arty, in an almost simular situation in the same game.
Enemy troops walk over Friendly ground, the province next to it is yours.
Your artillery can reach the moving enemy troops and you order them to fire opon them..
Result: Instant war with your friend ...
This means you can never use Rockets (the same goes for Artillery!) as support against a common enemy.
It only apears to happen when your Artillerie/Rockets are fired from an neighbouring province.
Didn't tested it directly from the same province, but i did saw it doesn 't happen when arty 'automaticly' defends itself against enemy troops while on alied teritory.

I know for example that it is impossible to fire rockets at invading enemies who are already on your territory..
You have to wait until they took the province before you can fire at them.
It has something to do with this "system" behind it
Perhaps because it still causes structural damage to the province?
I can try that one tonight, on the Russian provinces 
If you dropped bombs on my land, whether is was on your enemy troops or not, I'd want to declare war on you! This seems more like a "feature" than a bug, and I think it makes sense.
So if you got under attack and the enemy is on your ground you are not gonna use Arty against them yourself?
Or do you just not allow any friendly unit to attack the common Enemy on your ground?? Meaning that you do not wish to be defended against invasions by any Ally other than your own troops?
