Bombers are hovering over airstrip unable to be ordered anywhere

Says 17 minutes till they return to base, but that number isn't changing. They're just stuck there. I can't send them to do anything.

Edit: Issue resolved itself. Planes landed in 17 minutes, refueled and are now waiting.
