Once the scum conquered my province, I could launch the nuke. I don't think you can launch it on friendly territory.

I have the same problem with a normal rocket.

Can you please report the gameID, country and province in which this is happening?
I will look into it then.
@update: Bill, I looked into the game you reported and had the same problem. My problem was: the game has ended and no further commands are executed...

No, when I tried to launched it, it was firing on friendly territory. The game also ran for another week or so.

I just noticed that the report is that old.
This problem (firing rockets on provinces without garrison) should be solved by now.
