well this sucks. if they can't fix it I'm gonna have to archive that match.

Im in a 1.5 game as North Mexico and Im unable to produce anything in one of my 5 core cities!

Hello @RiverWolf74, the dev team are aware of the missing fifth urban province in North Mexico in CoW 1.5, and this should be fixed on next release for all new maps

This was, in fact, a bug and has since been fixed.
Unfortunately, this change will affect newly created game rounds only. Game rounds created before this most recent hotfix are not affected.
I apologize for the inconvenience and thank you for your patience while bugs are worked out.
