Bug or Bytro Team

Now, some one declared war to me. He is not even online. He still didn't start an attack. Also many people looking off line but making armies, etc. And never responding messages. Even when they need help. I can go in details but all these don't make sense. If you give AI service to people, make them more logical. But I don't think all these people ultra antisocial etc etc. And what is the point of joining a game which you will never actually be online or play? So I started to wonder if Bytro filling the gaps in theatres. Sorry, but many things I saw that make no sense
