Bug or normal? 2 countries sharing map at 65% global popularity

so I'm playing 1-5 clash of nations as uk. I have taken over canada and northern usa and western europe. Then for some reason poland which was inactive meaning it's an ai shared map. And then inactive italy Sent a share map. Both of these countries are inactive meaning they are ai. Idk how this works?? Someone tell me.
