I saw a similar thread about militia, but haven't experienced either yet. Perhaps it affects stealth units.
Bug? Parashooter or commandoes does not capture provinces
Hi. In most of my games, the last week I have noticed that my parashooter does not take provinces at all, even though I try to attack the empty province. The same is to the commando units. They just pass the enemy terrirtory and move on, instead of conquer them.
Bug? Or is it something new?

It might be due to the invisible unit being stationed in the province. Try to command direct attack on the province center. If there is invisible unit there it should start the fight
I have a situation of this one at hand now as well. A militia first walking into, now standing on top of a mountain dot without anyone remotely around. He could march off again (tried that, it works), but he doesn't conquer it.
I left the unit there and suddenly, about three hours later, it took the province... 
The bug is known, stealth units currently do not automatically fight other stealth units in a province. Workaround: Give an attack command (not a move command) onto the province itself, you will fight the stealth unit then even if its not visible.Limafox1 wrote:

If have an issue with paratroopers (I see some calling them parashooters, perhaps to convey they are in "ground mode") not conquering certain provinces. In game 4,702,435 the paratroopers landed in Taipei, and did not conquer it. After they had assembled, I marched them to neighboring Taoyuan, which they captured, and then marched them back to Taipei. They still did not conquer the city. I had them attack Taipei, and several minutes later they finally conquered it.
I have had the same issue with Militia. Sometimes they conquer provinces, many times they do not.
See my message above, it's the same bug, and it will get fixed with the next update.
