Building Airbase

When I am building a level 3 air base, it indicates that I am building a level 2 airbase. Also, many of the times, it stays in the waiting line and disappears when I exit the building menu. I need to do it twice. But mainly when your level 3 Airbase is in the waiting list (HC) it indicates that it is level 2.

It's a known bug, when the building is completed it will be a level 3

So can they change it? It is kind of confusing .
