builds waiting on material

In game 1,286,372 I have noticed that when tanks, planes or whatever are in the build queue waiting on material that they don't start when the material is available. Am I missing something?

I would send a screen shot...but I just fixed the only one I had. I fix it by removing items from the queue and re-adding them.

It is due to the fact that your overall queue (not just for that province but for all provinces) could have another build order that had a higher priority
