Can not create ship fleet

You could just move a ground unit over water easily. However, to create naval units you will need to research it and build a naval base in a city. Are you playing Canada in Historical World War, 100 player, Clash of Nations, or American Homefront.

World at War and American Homefront don't have a united Canada, instead dividing it into provinces. Clash of Nations has Halifax.

In Historic World War 1.5, there is indeed no city in Canada connected to the Atlantic ocean, which I found frustrating when I tried playing it at first. Though, this thread counts more as criticism to the province layout rather than a bug.

This is not a knock on map layout. America has harbors on both sides. South America has harbors on both sides. This is unfair and unequal game play. I am at a severe disadvantage when ships wander into my waters unabated. They can bomb my shores with impunity! It would take me 3-4 days to transverse the Panama Canal! What are talking about. Instead of a bug. Let's call it a major flaw.

Sending land unit? Yes this I can do. But without escort? Are you trying to tell me that Canada during ww1 had no Harbors on their Eastern shorelines? If they had none during that historic time? They would not exist as a nation today. That whole area is fisherman from their beginning.

yeah, but you can make ships in 1.0 anywhere

classic* the problem @Brutusof7th notes is that only ttransports can be made but no escorts like destroyers can be made

funny how i didn't notice this earlier... why isn't halifax on tthe histtoric map?
