This sounds like a server connection problem. First step would be to reload. If that doesn't work, clear your cache. If the problem still occurs, switch browsers. Finally, if none of these steps work, submit a support ticket.

Can’t move troops into enemy territory
So me and another country were trying to get an ai territory and then I got the territory and I don’t know if he attacked me but we were suddenly at war.
So I tried to move my other troops into his territory but when I try to it cancels and sets the unit to idle. I can move them around my territory and to other enemy territory but if its in his territory it cancels it.

I’m on mobile and I still did this and it is still doing it. Also at another spot it moves them to the border when I try to move them to his territory

Then I would submit a support ticket, and a GO will take a look.
