Can't select units

Lately, when opening a game, I get a wide white stripe at the bottom of the map that does not go away. Additionally, I am not able to select units. The solution is to open the game in full screen mode at which point the white stripe goes away and I can select units and play normally.

A separate problem that does not seem to be related is that I can no longer drag units to order them to move. I can only select them, then select the move button, and then select the target location. This is true regardless of full screen or windowed mode.

I am using a laptop with touchscreen functionality running Windows 10.
