It seems Cuba gave you right of way maybe that's why your units can't capture it.Click on Cuba, click diplomacy and then click declare war.

Cannot conquer Cuba?
I cannot conquer Cuba and cannot figure out why. I have infantry in Havana(capital) and another infantry in adjacent province. Any idea how this would fix. See attached screen grab.
