Cannot convert paratroopers

So, I had this slightly damaged paratrooper unit (already deployed) and I couldn't convert it back to the airplane version

Is it because it is damaged or anything else?

Make sure it's in the center of a province with an airfield or aircraft factory. Otherwise, it will not work.
