That will happen if you had units stationed in each other's provinces or located on top of each other. Look at the newspaper and it might tell you which happened.

changing relationships
when I have share map with an person and change the relationship to embargo it goes straight to war is this a bug or the way it is ?

they ought to add a warning to it like when you move into non share Map provinces. you get the warning this move may start a war
