Are you sure it was day 3 when it was taken? I expect it was actually taken on day 1
My guess without checking that game is that the Russian player is in his tutorial round, and when that player joined a province was "captured" by french west Africa, and the player was given a medium tank and a couple of infantry with which to recapture that province.
There are always a few players who don't complete the tutorial for various reasons, and invariably players believe that the game is broken or bugged, forgetting that they experienced exactly the same thing in their own tutorial.
You can check this yourself by looking at the stats of the Russian player. Level 1, or perhaps level 2 by now is a good indication. Join date coinciding with day 1 of that map is another good indication.
