City changes terain
Somehow, a city got leveled and became foothills without anyone attacking it before. What happened?

There was a Chinese city on the 50-player Pacific map, in a playable country, that did not have urban terrain (I think it was forest), and did not have an L1 industrial complex at the start of the game. Since it was one of the four major cities of the particular country, and because the countries only get four ICs on the Pacific map (not 5, like most other maps), it was kind of a big deal. No-one wanted to play the country by choice, and they were kind of p---ed off if the country was randomly assigned to them. And it took the developers forever to fix it.
