How does one determine the size limit for coalitions in various scenarios?

Well, the base minimum is 3 and the max is 5 (might be more, I don't do the WaW map much) It's generally based on how many players are in the match to begin with. Maps such as America:Homefront have max 4 coalition members, while smaller maps such as that european one have 3. The smallest number I've seen is 3. That's on 10-25 player maps. Kinda weird if you consider maps with 150% more players also get 3. WaW is 5(I think).

My question is, How do you know this? I can't find this rule anywhere.

The coalition sizes are MAP SPECIFIC... so each map will have it's own set limit for Coalition size. Some maps are specifically for Alliances to Challenge and fight each other, so you start with 20 countries and map is divided into two coalitions of 10 teams each... (Red team and Blue team)
I think you're asking how do you find the Coalition size on the map you are on...
On PC
Check your "Coalition" Icon (it's the 4th one down on side of screen), the Member's column will show you the sizes of coalition in game and how many members they already have in them.
On Mobile..
Diplomacy -> Coalitions (but it doesn't tell you max coalition size any place obvious) until someone forms a coalition.
As a rule of thumb... small maps have Coalition Sizes of 3 and larger ones 5

Generally the rule is smaller maps like the Clash of Nations 22 player and 10 player Blitzkrieg maps are limited to 3 coalition members. Mid sized maps such as 50 player Homeland and Pacific maps are 4 members. Large maps such as 100 player World at War maps are limited to 5 members.

Both @OneNutSquirrel and @S Schmidt did a better job at explaining this than me. I completely forgot about those coalition maps. I don't think any of this information is written down "officially" and standardized based on map. It seems to be just the devs deciding on what seems like a good number. idk.

Also I forgot to point out some event maps don't have coalitions, they will do teams in place of coalitions. These can be 3 teams of 10 players per side for The Man in the High Castle. (or whatever Bytro had to call it to not copyright infringe) IIRC some maps have 2 teams of 50 players per side. Some maps will even have no teams or no coalitions. TBH I think the alliance maps are more team maps than coalition maps but I has been a very long time since I played an Alliance Map (since before 1.5 was released iirc)
