Construction and Production Numbers Turn Gray

There is a province in one of my games where the Production and Construction numbers appear at first and then turn gray about two seconds later. Clicking on the province again will once again open the province display where the number will once again turn gray after two seconds. There may be more provinces like this in my game, although this is the only one I have run across so far.
