Construction frozen

Playing as Spain in game 1,078,811, construction had shown as completed on level 1 industrial complex in Bilbao for a day or so, yet didn't refresh as such and I couldn't complete the construction or build anything else

Tried refreshing, login again, and finally resorted to cancelling the construction and it now shows as 50% complete (damaged) though there was never a battle in the province

Anyone else had similar or a fix?
