my convoy has ran into an enemy convoy...he is able to attack me but I can't attack him...what can I do?

You could send your own ships/boats to kill his convoy, if you have any.

I believe they are locked in combat, and no one takes damagw. At least that's what happened to me once. You need to get a ship there - fast.
