Core Province Considered Occupied
I just started a new game as the Southern U.S and Charleston S.C is considered an occupied territory. On the province menu at the bottom of the screen it is labeled as a core province but the tooltip when you hover the mouse over the core province label says it's occupied. The picture of the nation's flag also doesn't display, instead showing the broken link image.
It effectively handicaps you right out of the gate with not only a loss of manpower but also cutting a significant chunk of food production which puts you into the negatives.

Hmm, it isn't your browser. Well, I can go no further so it is best to just wait for some staff to show up. Did you send a ticket? If you didn't, you should. It has 2x chance of the staff seeing it.

I saw this issue on one of my servers as well, and when you turn the morale indicator off in the settings, you can notice that the province has stripes, indicating it's a non-core province.
