simply a known display bug, which has been reported and I believe it will be fixed in an upcoming update.

country "EMPTY"
In Europe, Clash of Nations game 2352851, the country Crimea has been taken over by Romania. However, There is a country name displayed over Sevastopol, the once Capital of Crimea. The country name is EMPTY, and apparently, is is controlled by a computer, while Romania is a player. Has Romania found a way to create an AI puppet state?

Game # 2410990 and others. Crimea does not appear in the country list on Diplomacy info screen. Cannot declare war. surprise attacks only. Update needs to fix this also.

Hiho, this is a known issue and is being worked on by the dev team often if you zoom out it can resolve the issue but it is known.

It will be fixed with the next Map update, although map updates are infrequent and not included with the weekly updates. The next map update is not yet scheduled.
