You most likely enabled a "premium feature" that requires a HC membership and/or a gold fee. Check your settings to make sure this is not the case.

Creating Alliance Game
Hi, I am trying to make an internal alliance game - which the screen says I can make one of per month - however I keep receiving I message saying that high command is needed to make games. Should this be the case? I've previously made internal games without hc but I don't know if it has changed.

Unfortunately that's not the case. Even if you just click "create game" without any other settings it still asks for a premium account.
