by this i mean, pick a map and control what you can, and cant do, like start with units or not, placeing as many units as you want to start with..etc

That wouldn't be very balanced if you ask me. Also everyone will just pick Germany and the maps won't fill up. Then I'm not mentioning the strain on the servers. Every player in the past could start one map a month and players with High Command could start 4 games a month. You could start any map you wanted with the exception of the 100 player map World at War. It was pretty much open bar and a lot of games got created so that players could pick their favourite country and having the advantage of being the first on the map and having more time to develop before the map is full. It resulted in the fact that a lot of maps were not being filled. On top of it the system created maps automatically like it is now today and it was a big mess. The servers regularly failed, resulting in bugs and time outs.

To resolve this Bytro first cancelled the creation of maps. Only a player with High Command could start one game a month and only the 10 player and 22 player maps. Today the maps are filling up, there's less strain on the system.

It is also fair and just now. The system creates a new map once the last one is full. First come first serve and if you are lucky enough to be one of the first players to chose your country you will have the one that you want. The system is equal now and the game plays more fluent as there's less strain on the server.

So in my humble opinion, you can make all the polls that you want, I don't think that Bytro will turn back on their decision ;)

or high command can make one per month or something
