Did spies get nerfed?

I came back from 3 months of not playing call of war due to school and now when I use spies, they don't give results as often as before. In my past 3 games since the break, I've used spies at least 8 days for each game and only got results once per game. Third game is ongoing day 7 I put spies since previous day (Day 6). I put 5 military spies in Tbilisi (Capital Caucasus) and 2 intelligence spies since day 5. I got back only the building info of Tbilisi. I decided to put a huge number of spies this time to test if the chances really got nerfed. Previous 2 game I had endgame instances where I put 10 spies in a capital. and got nothing for the next 2 days other than that province's building info. I also tried putting 5-6 spies in non urban provinces with lower morale for 3-4 days (Mid game) to see if I'd have better chances, I only got results on the 4th day and that was the only result in the whole game

Before I stopped call of war for the past 3 months I'd have spy results coming back more frequently. Like probably missing 1-2 results while using spies everyday for 10-12 days at 5+ spies in a province per game. I used to play world at war 100 player map as my go to mode back then. Now I just play clash of nations and I'm not too sure if that affects spy result chances. And also I used to think that putting spies in a non urban province with lower morale would increase the chances.

I want to mention that I also had high command since the start until my 3 month break which was about 7 months coz idk if that affects the chances too.

If there's anything else that might have contributed to the more/less frequent spy chances pls help by dropping any info you know about past patches or maybe some things I should consider doing instead like spy placement. Thanks in advance!
