Yes, it also happens to me, but only in one of my 5 games. They said they'll fix it soon.

Diplomacy tab
when trying to use the diplomacy tab it hides the resource bar and does not bring up diplomacy. it has been like this for the three days that i have been playing. My alliance has told me that it has not worked at all. Will ya'll try to fix it soon thanks

Me too, but I play in the internal game... Maybe this is the issue?

Same thing here but only in a team game, all other games im in are fine

The fix for this issue is due to be released anytime now, sorry for any inconvenience.
