I disabled a barracks and after clicking on it again it still shows the 'disable barracks' button, it does not change to 'enable', if i'm enabling a barracks the opposite happens with the 'enable barracks' button shown instead.
Try doing this via the province upgrades panel, as I've noticed this similar issue myself,
When disabling a Barracks [or any building for that matter] it may not look like it has disabled or the resources may not have changed but it does take a little patience sometimes. If not, as you say click it again to re enable the building and disable it again.
