This seems to be new to CoW 1.5 where we are disallowed from agreeing right of way or share map agreements with friends in other coalitions.
This is leading to unintended wars breaking out between friendly forces as they both attempt to take common enemy held provinces.
It is also not nice being told that we can't agree such deals with friends in other coalitions. It is arrogant. It is speaking down to us, like we are only allowed to have a set number of friends in this world. I don't like it. It's WRONG! 
Well, this is a WAR game. Having too many friends ruins that idea, either by making everyone else mob victim, or by a huge amount of Kumbaya singing. The amount of coalitions members you can have is MORE than enough for a game where combat should be prime focus.
This is not a new 1.5 feature, it has been this way for almost a year now. If you try it in 1.0, you'll see that you won't be able to either. A workaround is to accept the RoW or SM before joining or creating the coalition.
This is a war game. Deal with it. IF you want to be "friendly" in war you should do what doc said.
