In my game i had a vast amount of units headed for the same area, very beefy ones too enough to handle enemy troops (lvl. 6 infantry, lvl. 3 anti tank, lvl. 2 artillery, lvl. 2 light tank, lvl. 3 tank destroyer, etc.) it was of decent size yet as it reached an enemy non core province from boat it just disappeared. The only enemy there was a lvl. 2 militia yet they ended up vanishing as soon as it reached shores. i'd really like my troops back and this bug be fixed fast before my game gets messed up worse. 
@king loui: Did you check the newspaper to see if another enemy force sank your units? It is possible that either your current enemy, or the orphan naval units of an already defeated enemy country, sank your incoming convoy . . . .
Were you watching when it happened?
As Montana said, you should first check the newspaper. Smart money says you encountered a submarine stack that just gobbled through all those transport boats.
My best bet would be for a naval bomber / rocket attack. Those can destroy your troops really quickly. Remember, every convoy is only 5 health... But yeah, check the newspaper
