Double Capital-- o yeah
2 capitals appearing on the same map on the same time? Too good. As you can see Boston is my real capital but toronto receives the 25% morale bonus. Just too good and toronto IS buffed seriously by the bug

this happened to me before too. did you invade toronto recently? probably the former owner constructed the building and you captured it while it was halfway done constructing.

well i just happened to build a capitol in toronto but halted the construction
