I expect that one contains resources and one contains a blueprint.

While they should not have dropped two that close together there may have been a paperwork delay on one of them. it may have been held up by customs if one of the shipping forms didn't have all the necessary signatures.

Just received a 'supply drop' in a game where I have not taken ANY provinces in over 24 hours.

Shame to see such a wonderful 'feature' as the crates fall into such disarray.

Sorry wrong photo I seem to have lost the one I ment to send. I got the supply drop popup and it showed a militia, but the bar said 0/2 collected

If it showed you the militia then you got the next militia blueprint. There are times when a small hiccup to display the default "0" instead of the correct number.
