1. No, spies will never be deleted.
2. It's solely a you problem, no one else has complained so far.
3. Spies are perfect the way they are.

Espionage Reports
Long delays after daychange before the reports are available, if at all.
Sometimes throw error messages just opening the spy menu.
Need some serious repairs, or delete spies entirely.
