Europe round with over 100 units?

I joined a Europe round as the Caucasus and instead of having the normal unit amount (about 25) I started the game with over 100 units, including light tanks! This is a problems because my upkeep costs for food and manpower are so high it makes it harder to build and research new units, and I don’t want to play with just infantry all game.
