Did the morale of the province decrease? That may be why.

Factory and workforce in 1.5
Hello.
Sorry for my English.
It seem to me than the workforce isn't upgrade like it should be by the factory.
Normally it' a 240% boost for a level 3 factory, and the upgrade is just to go from 450 to 510 in my game.
Have you the same problem ?

An average rural core province in 1.5 will give 150 manpower at 100% province morale.
Level 1 local industry adds 35%, making 202.5 possible. 150 base plus (150*.35)
A complete level 2 lists a 120% improvement to manpower. This gives you 330 manpower. 150 plus (150*1.2)
510 manpower is correct for a complete level 3 local industry which is a 240% boost over the base number. 150 plus (150*2.4)

While the industry is under construction some partial credit is given. I expect you saw 450 when the level 3 factory was half complete.

Ok i have found the problem :
An average rural core province in 1.5 will give 150 manpower at 100% province morale if there a ressource on it.
It's 450 for the rural core province without ressource.
So like i have built my factory only on province with ressource, i have only seen 510 and 450.
