aircraft are blind. the view circle is just not displayed, since the aircraft move so fast.

Why do my fighter planes not have a area view in the fog of war? Aren't these planes supposed to send scouting information if i sent them to patrol a area?
Ie, why are they blind and not act like every other unit?

Planes are not blind. They reveal units around them, just like land or sea units. If you fly with them over or near enemy units, they will be seen, however, their view range is not graphically displayed.
